The biggest problem with Voyager was Star Trek fatigue on the part of the public and on the part of the script writers.
Captain Janeway was not any sort of problem. If anything, she was one of the highlights of the show.

I think Captain Janeway worked in part because some of us fondly remembered Mary Ryan on “Ryan's Hope.” I worked rotating shifts in the Air Force and watched it with my wife.
