Yes, I believe that is exactly what would happen, but I think that would also happen if a US city was vaporized by a terrorist nuke. I would suspect, the media would have the same reaction if the Norks did it too.

One of these days terrorists are going to successfully execute a plan where 10,000+ are killed and there really won't be any meaningful response because our legislators will be utterly immobilized with indecision.
