This story is certainly a strange one. I get the impression that whatever the truth is, this man honestly believes what he is telling us. It is most likely unprovable, but nonetheless, highly intriguing.
Most the stories I’ve heard of this nature, have the aliens using several members of the same family for their ‘research’.
Not always the immediate family. The maternal grandfather may have a repressed memory and one of his children has the same years later. Usually, repressed, because most families do not want to hear such tales. Too unnerving.
Most such instances indicate the aliens have chosen a certain genetic set of traits that happens to suit the purpose of those aliens. Sort of like raising Conures or certain types of parrots. This genetic set is thus let to develop, and from time to time ‘harvested’ for various materials or portions thereof.

The survey was well designed and the UFO related questions were not very obvious and were merely part of a common Harris type poll. Even UFO researchers were shocked at the numbers represented by the results.
My housemate extrapolated from that--not saying that 3 million probably had sexual encounters but possibly. His logic is as follows.
1. The 3 million abducted would have been from the survey--guessing--20-30 years ago. Abductions have continued. So the total number of abductees is likely 3-6 million at this point. Hard to guess.
2. It is not too far fetched, all things considered, that the percent of those abducted at this point in time who had undergone sexual events in the abduction could easily approach 3 million.
Maybe we will see what's searchable on the net. The main point is that the research was extremely professionally designed, well designed. The figures are likely very solid.

I read somewhere that almost all abductees have green/hazel colored eyes, which is only 3% of the population.
