Could be money laundering. If you have suitcases full of cash coming in that you need to clean then the NY taxi medallions could be a viable way. You get a fraudulent loan that legitimizes your medallions and then just keep declaring that cash as your taxi fees. Then Uber happened and the medallion’s market price dropped from $1M to $300k and you’re in trouble.
