As long as there are “exit points” of the VPN, there will be someone (CIA, FBI, NSA, etc.) that can monitor and intercept, record, and even change your data.
Yes. Your VPN can only assign an IP it uses internally. What traverses you and the VPN is an ISP IP address.
Also, your ISP cannot view your data as it is encrypted between you and the VPN, but they do know you two are talking and can see the encrypted data packets.
