"Underground Rock Scene" is a better way to put it. Victor Tsoi was born in Russia and is half (North) Korean.

LOL. Think again. I can’t think of any rock band which was sponsored by the government in USSR. They were all dissidents of the highest order and Tsoi about near the top of it.
There are conspiracy theories about his death floating to this day although the police version of car accident sounds pretty much legit to me.
