No less an authority than George Orwell will tell us that eugenics is not what we think it means. And minorities is not what we think it means.
Proof? Sanders was talking about worldwide. Worldwide minorities are not minorities.
I read not long ago that 70% of Black pregnancies end in abortion.
Even the ardent eugenicists were appalled by the idea of allowing the less fit populations (mental deficients, criminals or their offspring, non-Protestants or people from Southern Europe) to actually procreate and then abort the baby that was produced. They created state sanctioned programs of forced sterilization for these women instead which they considered more humane than abortion.
Hitler considered himself an enlightened eugenicist like his hero Woodrow Wilson. He was inspired by the American programs but found them to be too expensive to implement in wartime Germany so he resorted to mass murder of minorities.

The birth rate in the developed world is plummeting due to the liberation of women. Even the UN says world population is going to top out. Communists never give up on population control. It’s a zero sum game for them with the rest of humanity. The more of us there are, the less there is for them.
It’s not eugenics, eugenics.
