The Trump administration has released $105 million in military assistance to Lebanon after months of delay without providing an explanation.
The money for the Lebanese Armed Forces had languished in the Office of Management and Budget since September even after it won congressional approval.
No reason was ever given for not releasing it, even as Lebanon descended into anti-government protests after leaders announced new taxes on calls made using social media apps like WhatsApp.
The State Department called on Lebanon to use the money to rein in corruption and implement economic reforms.

Does that mean the president HAS TO give the money and is it in a written, specific time frame?

The President doesn’t have to give an explanation.
I suspect that the OMB doesn’t either once they’ve been given
the authority to say “yay” or “nay” on a given expenditure.

I had thought that there was political turmoil in Lebanon. Things must have settled down.
At this point, aid to Lebanon = aid to Hezbollah. No way in hell we should be arming them.

The state department goes bonkers because that money comes right back to the Beltway in one form or another, clean as a laundered shirt. We are no longer fools.

They won’t. It will get diverted to programs that subsidize consumption, to make the sheeple happy, for a while.
