there’s more to this story-and I guarandamteeya it started on Bammy’s watch and has its own little “constituency” “laundering” their proceeds back to somebodies that help make it happen and keep it happenin.

Indeed it seems someone should have checked the facts behind such a claim.
This reminds me of a old story we heard in business school where someone bought a new car and the bank gave them a payment booklet with 48 monthly stubs. On the first payment due, they sent in the check with the last stub in the booklet. From this, they received a computerized thank you for paying off their loan along with clear title to their new car. LOL
This was many years ago, but I assume the bank eventually caught this in an audit.

I am confused. Lottery winners pay taxes on their winnings. The IRS collects the taxes on winnings. As far as I know the IRS does not hold lotteries paying out money.
So how in the world did this scam work at all? In what situation would the IRS issue a refund to someone for winning a lottery?
