I think "go get 'em" was Biden telling the American people to get started, get on board, do their part, go back to work, to fulfill Biden's agenda. It's like at the end of the first Spiderman 2 movie when MJ tells Peter to "Go get 'em, Tiger" when he hears sirens in the distance.
Biden was telling the American People to do their job -- their job, to him, is to support the Democrat agenda. Their part, to him, is to pressure Congress to pass his bills.
