Never ascribe to malice that which is adequately explained by incompetence. Almost all ship groundings and collisions are the result of incompetence, with the occasional equipment failure as a primary or contributing factor.

In this case, the ship was coming out of Baltimore heading SSE and missed her turn to S at buoy 18 (or turned late). She exited the channel and grounded. She’s sitting pretty high and Chesapeake doesn’t get nearly large enough tidal swings to float her. They either have to drag her off or unload her, but she will be a tourist attraction for Chesapeake boaters for a while.

It’s easy to run aground in the Chesapeake if you aren’t paying attention. It is very broad and shallow except in a very narrow channel. These guys have developed quite a reputation of not paying attention.
