I don't think this is faked at all.

I watched Mr Rogers when I was a kid and I vaguely remember this particular sketch. Also, these comments are exactly something that Mr Rogers would say. As a five or six year old, I found his show very calming. Just a nice, gentle man telling the children in simple terms how the outside world should work. I also remember the train set he used to have.
