Congresscritters are “cleared” by being elected. You, the voter, are supposed to care enough to police that. There are places in the country that clearly don’t!
I think that it would start a dangerous precedent, since only members of the Executive and Judicial branches may be impeached. The Legislative members may only be removed by their respective chambers by a two-thirds vote.
