The California legislature could legalize the theft of tents with any city limit and of tarps on tents.
Proposition 47 was passed in California in 2014 and reclassified thefts under $950 as misdemeanors. The tents and tarp are highly likely valued less than this $950 threshold. This kind of the theft is not often prosecuted these days in San Francisco.

Not only that, but the bums and the politicians who support them would be hung from the nearest lamppost or tree and the bodies left there as a warning.

Why would you want to get off jury duty?
It is the place where you can do the most to change things.
I look at people who try to dodge jury duty the same way I look at draft dodgers.

Nope.
In fact draft dodgers are a little less repugnant.
Some people have strong moral convictions about killing. Some people are frightened.
But when it comes to jury duty it is not dangerous, does not require you to kill and asks only a few days normally with a few months being the maximum.
People who avoid jury duty are scum who need to go find another country to disgrace with their presence.

In fact draft dodgers are a little less repugnant.I agree, I actually would respect anyone dodging the draft if we had one under Biden. But I absolutely worship anyone who avoids participating in our corrupt judicial system and avoids jury duty. Imagine having to listen to corrupt judges and lawyers, excruciating. Avoid at all costs.

Why do you think they become corrupt?
Because people hide under their bed and whine rather then standing up and doing their duty as a citizen to rein them in.
Which can best be done from the jury box.

People put up signs in their cars saying "there's nothing in this car!" - still, their windows were smashed out. Those won't help much if the criminals can't read. :)
