Seems as though some sort of malevolent, feral behavior is being spread, by social contagion, through a certain demographic in our society.

People like this toco vendor and others that are being victimized and then ignored by the authorities should get together and stage a taxpayer’s revolt.
Taxes are supposedly to be used to provide services to the taxpayer like protection from thieves and criminal justice.
In California the authorities are not keeping their side of the agreement.
The governments of California are in breech of contract.
The Taxpayers of California should withhold payment until the contract is complied with or renegotiated.
