Sure, but he also knows the game. He knows why the guy was let out.
He's asking the question like he's surprised about it. He should have just laid it all out there, saying that the city's policies have finally caught up with them.

He wasn’t in jail because of the left’s “Decrease in Violent Crime” program. The retarded politicians have learned that if you don’t investigate crimes, a decrease in crime occurs because there is not a report showing a crime had been committed.
