Intelligence test scores and educational duration are positively correlated. Standard IQ test only measure a limited subset of overall intelligence. It is widely accepted that there other types of intelligence that are not measured by the IQ tests.
To demean these people as somehow low intelligence is offensive. They are evil not stupid. It is a mistake to under estimate your enemy.

To give a serious answer, assuming both groups have a normal distribution, the mean tells you a lot about the populations.
And, yes, they follow normal distributions.

No, check your statistics. About 1/6th of the distribution would be lower than a SD from the mean.
