I would expect this is just another form of “resistance” against Israel. A fundraiser for such under the guide of “humanitarian relief” - Hamas etc. will steal most of the aid / goods anyways.
There’s more than a few in the “Free Palestine” camp which is basically where Yasser Arafat was politically.
They gave it a shot in 1967 and they failed.

Same with southern Lebanon under the Lebanese before the PLO got embedded there.
