They were one entity not only in name only.

De jure when Odoacer in 476 AD deposed the Western Roman emperor, he sent the Purple to Emperor Zeno in Constantinople with the statement that Zeno was now the one emperor of the entire Roman empire.

In reality of course Italia, Gallia, Hispania, Libya, Mauretania etc. were de facto independent states.

But they paid lip service that there was the one emperor in Constantinople.

This is exactly like the Chinese during the Eastern Zhou dynasty Warring states period, or the Japanese Emperor during much of the pre-Meiji period.

Only from 800 AD was there a “legal” separation between East and West.
