Ukrainian business is the major driver of recovery and growth, so supporting entrepreneurs is one of the Government’s key priorities. This was emphasised by Prime Minister Denys Shmyhal.

“During the full-scale war, businesses have received 40,800 soft loans under the 5-7-9 programme worth UAH 159.8 billion. More than half of the recipients are agrarians, almost a third are industrial enterprises, 15% are trade businesses, and about 5% are services,” the Head of Government noted.

The Prime Minister also said that the state had allocated UAH 2.1 billion to start and develop Ukrainians’ own businesses under the eRobota programme. UAH 2.9 billion was allocated for the development of processing enterprises. More than UAH 550 million was allocated to help plant gardens and arrange greenhouses.

“We are constantly expanding the network of industrial parks. These are sites with ready-made infrastructure solutions and tax benefits. There are now 70 of them, most of them in Kyiv and Lviv regions. The main specialisation is processing: wood, metallurgy, agricultural products, and mechanical engineering,” said Denys Shmyhal.

According to the Prime Minister, in 2024 the Government plans to spend UAH 1 billion on the development of industrial parks: “We expect that industrial parks will be growth points that will help change the structure of the economy from raw materials to processing.”

On the instructions of Head of the Office of the President of Ukraine Andriy Yermak and in continuation of the phone call between the Presidents of Ukraine and the Republic of the Philippines in February 2023, Deputy Head of the Office of the President Ihor Zhovkva had a phone call with Deputy Director General of the National Security Council of the Republic of the Philippines Nestor Herico.

Ihor Zhovkva thanked the interlocutor for the Philippines’ support of Ukraine, in particular during the voting for the relevant UN General Assembly resolutions.

The Deputy Head of the Presidential Office informed the interlocutor on the results of the third meeting of national security advisors and diplomatic advisors in Malta on the restoration of lasting and just peace on the basis of the Ukrainian Peace Formula and conveyed an invitation to the Director General of the National Security Council of the Republic of the Philippines to join the next meeting in this format.

Ihor Zhovkva spoke about Ukraine’s efforts to ensure global food security and invited the Philippines to join the Grain from Ukraine humanitarian initiative.

The interlocutors emphasized the importance of safety of navigation, particularly in the Black Sea, and condemned the recent Russian terrorist attack on a civilian vessel that killed a Ukrainian marine pilot and injured three Philippine sailors.

Finally, the parties discussed the implementation of the Ukrainian Peace Formula and agreed on a schedule of contacts at the highest level.

Since the beginning of the full-scale invasion of Russia, Ukrainian defenders liquidated about 313,470 Russian invaders.

This was reported by Censor.NET with reference to the press center of the General Staff.

As noted, the total combat losses of the enemy from 24.02.22 to 14.11.23 are approximately:

• personnel - about 313470 (+920) people,
• tanks - 5362 (+8) units,
• armored combat vehicles - 10086 (+7) units,
• artillery systems - 7,589 (+20) units,
• MLRS - 882 (+1) units,
• air defense systems - 580 (+0) units,
• aircraft - 322 (+0) units,
• helicopters - 324 (+0) units,
• UAVs of the operational and tactical level - 5649 (+15),

There, things are getting worse for the Ukrainian army day by day.

The Ukraine wasted so many troops for impossible endeavors, to hold Bakhmut and in its the senseless 'counter-attack' against impregnable Russian lines, that it now lacks the troops to hold its defense lines.

It is over. The Ukraine, and the powers behind it, have lost the war.

The Russian forces are now doing probing attacks along the whole frontline. Whenever a local Ukrainian local defense line will fail, which is just a question of time, they will break through and cover new grounds. Those drops leaking through will become a stream, then a river and a flood that will push the Ukrainian army into a full retreat.

The roughly $300 billion in Russian assets that have been frozen by Ukraine’s allies in the West will not be returned until Moscow pays for Ukraine’s reconstruction, Assistant Secretary of State for European and Eurasian Affairs James O’Brien said at a U.S. Senate hearing on Nov. 8.

O’Brien said the frozen assets gave the U.S. and its allies “leverage” in discussions about how to get Russia to pay.

When asked what the U.S. would do if Russia refused to pay and blocked attempts to be forced to do so via its UN Security Council veto, O’Brien agreed with the suggestion that the “U.S. should consider all options” to force Russia to pay.

Russian officials issued strongly worded responses to O’Brien’s statement, with some saying that it was an admission the assets would be seized.

Vyacheslav Volodin, speaker of the Russian parliament’s lower house, characterized it as a declaration to “steal” the assets but then also claimed it would not affect the Russian economy.

Kremlin Press Secretary Dmitry Peskov said that Russia would challenge any attempt to seize the money and that it would entail “very serious judicial and legal costs for those who make such decisions.” Peskov also threatened that Russia would respond with retaliatory measures, which would be “unlikely to be minor ones.”

Earlier on Oct. 27 European leaders had expressed support for a proposal to use billions of euros in windfall taxes from Russian assets tied up in the West to rebuild Ukraine.

Russian officials also reacted unfavorably to the notion, referring to any confiscation of assets as “theft” and threatening to do the same to European assets.

During Russia’s full-scale invasion, Ukraine’s allies have frozen over $300 billion from Russia’s central bank reserves, including 211 billion euros in the EU.

There have been suggestions since shortly after the beginning of the full-scale invasion that seized Russian assets should be used to pay for Ukraine’s reconstruction, but concrete measures have not been taken yet.

Estimates on the cost of Ukraine’s reconstruction have varied. A report by the World Bank in March 2023 put the figure at $411 billion, but others have put the number at higher than $1 trillion.
