WASHINGTON - People with permits from one state to carry a concealed firearm would generally be able to exercise that right elsewhere under a bill introduced quietly by Sen. George Allen.
"The bill would simply require states to recognize each other's concealed-carry permits and licenses, just as they recognize drivers' licenses," Allen, R-Va., said in a statement in the Congressional Record when he introduced the bill May 26.

I haven't really added up the various agreements, but there seem to be different groups of agreements.

Some areas have education requirements that may be longer or shorter time periods than other states. It seems recognition of another state's license occurs when the educational requirements of the "recognizing" state's own requirements are met or exceeded by the external licensing state.
I have seen educational requirements from 16 down to zero. That seems to be the determinant.

Well, now I am doubting my conjecture about why there is reciprocity. It doesn't seem to have anything to do with educational requirements.
Vermont is wide open, no classes, anyone from any state that owns a gun can carry there. So, they allow the largest group of other states.
When clicking on Vermont here http://www.handgunlaw.us/, it appears that Vermont enjoys the largest area of reciprocity, also.

The rules, from what I saw, were arbitrary based on the legislative will of each state.
So there is probably no rational or reasonable conformity on standards on which to base a formula or rule for determining reciprocity.

That is quite possible.
I thnk i got confused. When i click on Vermont at
http://www.packing.org/license_tool/ it shows Alaska as the only other state that honors Vermont. while Alaska and Vermont honor nearly everyone else. Alaska and Vermont are the least restricted.

Different states have different testing and licensine requirements. Some states give licenses without any driving test. Some allow you to take in non-Ensligh languages.
This would kick ass on states that reserve permits for the elite (NY, CA, etc.)

NYC had celebrity concealed carry privileges renewed until the city councilman was shot and killed at city hall. After that, Bloomberg told Ray Kelly, the Commissioner of the NYPD, to stop renewal for celebrities, e.g. Robert De Niro, Bill Buckley, etc. Now in NYC, someone requesting CCW privileges must demonstrate need to the NYPD(NYC).

Well, now I am doubting my conjecture about why there is reciprocity. Like any political decision, it's complicated. Usually it's based loosely on proximity and visitation, with some consideration for the perceived "rigor" of qualification standards and equivalency. Often agreements are generated based on public comment/requests.
Vermont and Alaska are exceptional because they do not require an actual permit. CCW is simply allowed, unless specifically prohibited.
