The constitution requires that a president be either a natural born citizen or a citizen at the time of the adoption of the constitution. The reason for that is that at the time of the adoption of the American constitution there were NO natural born citizens of the United States of America because you cannot be born a citizen of a country that does not exist at the time of your birth. Therefore all citizens born for some years after the adoption of the constitution were the children of parents who were NOT natural born citizens even though they may have been citizens. Only the second generation born after the adoption of the constitution could possibly be the children of natural born citizens. If parents had to be natural born citizens for their children to be natural born citizens there would never have been any natural born citizens.
If your parents were both naturalized American citizens at the time of your birth on American soil you are still a natural born citizen regardless of where your parents were born.
The whole idea was to avoid having a president who may owe allegiance to another country. If your parents were naturalized then they would have sworn an oath of allegiance to the USA therefore their children who were born AFTER they received naturalized citizenship are assumed to be loyal to the USA and are natural born citizens.
As far as Mitt Romney’s father is concerned the question becomes, was he a naturalized citizen and did he become a citizen prior to the birth of Mitt, if so it matters not a whit where Mitt’s father was born.
