Even if Sarah does not run, she is setting the stage for the Republicans who will run. She is setting the standard for what Bachmann or Cain or even Perry must attain to.
And - even better - she has set the standard for which Mitt has already failed at.

That is pretty much my take as well. She’s firing up the base and setting expectations. Whoever is nominated will have to run in an environment heavily influenced by what she is doing right now.
And that is a very good thing.
