Italy offers families baby-cash

In Italy, a country once known for its large families, the government is now offering a financial bonus to encourage people to have more children.

The 1,000 euro payment will go to those who already have at least one child and have a second by the end of 2004.

But demographic experts say such short-term measures will do little to redress the population imbalance.

They argue that the real reasons lie in the difficulties of combining work and motherhood and costly child care.

The opposition says the limited timeframe for having babies is discriminatory and a 1,000 euro payment would be better invested in affordable state child care.

They also criticise the fact that only Italian or European citizens are eligible.

The Welfare Minister, Roberto Maroni, has hailed the baby bonus a concrete support for families.

Italy has one of the lowest birth rates in the world - 1.2 children per woman. A slight increase last year was largely attributable to immigrant families.

The Italian birth rate crisis is especially felt in small rural areas where the elderly now far out-number the young.

In some rural areas local administrators are offering their own economic incentives to try to reverse the trend.

In Laviano, near Naples, the mayor is offering 10,000 euros for any babies born in his village, with no deadlines and no strings attached.

This is bullcr*p! In europe, where everything is sooooo much better for families than in the USA, the birthrate is astoundingly low! Whereas in this "hell-hole for families called the USA", or birthrate is about right (with various demographics intricacies, but I digress). The Europeans have become a society of existential nihilists, miserable creatures with no meaning of life, no hope for the future, so why breed at all? The thing they hate THE MOST about Americans, is not our "arrogance", but our OPTIMISM. They can't STAND IT!

When Berlin was divided into East and West Berlin, the same thing happened. Few people wanted to raise children in a compound and the total population began to age very rapidly. The German government (FRG) paid people in West Berlin a bonus for having children that was called KinderGelt. It, coupled with the other incentives to live in Berlin, was a very nice incentive. Now that they city is "free," I don't know if any of these incentives still exist.

Germany has had Kinder Gelt for a long time throughout the country, not just in Berlin. The only people who seem to have been incented to have childeren are the Turks and other immigrants. When I was there it was staggered per child and started at 300 DM per month.

They long ago realized that their staggering social welfare costs needed a new generation to pay for it. Maybe cuts in taxes would have worked better.
