While your theory that a statement from Baathists is possible, it looks like fuel cannisters were accidentally or intentionally shot and ineffectively exploded.
if it was a "statement", it was a embarrassingly weak attempt.

Oh crap, we've already corrupted the poor Iraqis.
They've decided that it's normal to celebrate a big day like this in the
same way our major urban areas celebrate winning the Super Bowl or
an NBA championship.
I wonder if some sports-caster or news commentator will say "The Iraqis are a

MSNBC Tom Asphalt (sp) reported the same thing -- it was an accident not an attack.
Fox News guy that replaced Tony Snow should do his homework before going on the air -- it was reported a long time before Brian Wilson started the show.
