The FBI blamed the security lapses on a chronic shortage of Arabic translators, which has forced it to hire mostly immigrants from the Middle East, which makes background checks more difficult. This was a crisis of their own making: they wanted to appear short-staffed so as to get a larger budget. See: Lost in Translation (an outrageous story of FBI sloth and featherbedding).
