You are probably correct..... That gives at least two bills in Congress now and maybe others addressing parts of the issues... Each Legislative branch will develope a bill/proposal and in the end it will have to go to conference committee in order to pass Congress. Thus the heat needs to be where the legislation is being drafted and marked up.....
