Witnesses recalled that Fan (19, an illegal immigrant from China, was in the river trying to sneak into the United States with four Chinese companions and two Mexican smugglers) was drowning in the fast-rushing waters and screaming for help when U.S. Border Patrol Agent James Epling waded into the deep river and carried her to safety. Epling then turned to go catch the others... Divers found Epling's body three days later, drowned at the bottom of the river.
Border Patrol officials said their officers catch an average of 2,500 people a day -- more than 100 an hour -- who, despite sharply increased security since the Sept. 11, 2001, terror attacks, continue to try to sneak across the U.S.-Mexico border. The Border Patrol, a division of the Department of Homeland Security, has 9,800 agents stationed along the border, up from 3,600 a decade ago. That includes 1,300 agents hired since 2000, reflecting a new emphasis on tracking border crossings

The continuation of loose borders only benefits a corrupt and unworthy government at the expense of its citizens. There is absolutely nothing compassionate about it.
Our President would lose minimum base if he reversed present policy and told Vicente to take a shot at a rolling donut. Those he would lose have no interest in what is right and good for America, only the continuing rise of their own profit margins at our expense (education, health care, Social Security and cultural fracturing). That tiny yet wealthy section of the Republican base exemplifies the problem of short-term profit at the expense of long-term sustainability (education, health care, managed investments and cultural unity). Continuous bleedings of the patient always results in the patients death. It is not a matter of if but when.
Bush would shore up his credibility enormously if he aired that "the Mexican people have suffered too long. Our attempts to be a good neighbor have only seen that suffering spread into our own land. As it does neither us nor the needy of Mexico to continue along this course I am redeploying troops returning from South Korea and Bosnia to back up our Homeland Security. Their non-combat role will be aiding the humane return of non-citizens back to their home country while preserving America's right to protect its own sovereignty. America will continue to honor it's commitments to helping...NAFTA (etc.)"
He could even add how "the American Dream is debased every time a person in another country is denied their chance to obtain it", but that's probably asking far too much.
Our government has no business enabling that of Mexico to continue its pillage and deceit at the expense of its poor and our own misplaced civility. Some may point out Reagan's backing of bad regimes during the 1980's, but that was using the imps to bring down the devil. That was about ideology, this is all about money. Some estimates indicate that were being invaded at the rate of 100 per hour now. It is unconscionable and uneconomical to expect our agents to hold the line with three times the personnel and resources they have now, and that still wouldnt be enough.
Using the troops in this humanitarian way would find their mission quickly change from enforcement to over watch in an amazingly short period of time as word spreads throughout the southern world that the giant has finally awoke. Many of the aliens already here would deport themselves after seeing the pipeline of reunification cut off. Many more would depart if the Clear and Be Real Acts were passed into law. The reduction in crime and the illicit drug trade would be immediately recognizable (a worthy feather for representatives who help enact these measures). Once these laws take effect most of the troops can be slowly and quietly reassigned to other duties. Only when the most determined and hardworking illegal immigrants remain should any consideration of normalization be proposed.
