As I understand it, many British students take a "gap year" (a year off to work or travel) between high school and college. This student seems to have taken his "gap year" before finishing his last year of high school and final exams (A levels).

I thought it might be something like that, but the way this sentence reads, it was his parents who a) yanked his funds and b) decided to take the year off. Poor writing will get you every time!
