What is the "commuter tax"? I only hear it in relation to New York City. Is it an extra income tax charged to workers in the city who live outside?

Yes, it was a New York City income tax for non-residents. Rate was .45%, compared to 4.65% for city residents.
My neighbor works in New York City and pays to live outside of New York City. It's New York City's way of punishing him!
