Yes. I even knew a likely member once. He was the most conservative person I ever knew and I doubt he would have been in favor of gay marriage.

I too have met some gays who were very socially conservative but they are not everyone and that does not mean Bush taking action on so called "anti gay" issues would not rile not only a large amount of gay republicans but also the moderates and Rockefeller republican types who disdain social conservatives. Many of the GOP sophisticates socialize with liberals and do not like being associated with the conservative wing of the GOP. If you remember the 2000 convention not a single social conservative was on stage. The idea is to reach out, be tolerant, celebrate diversity and be compassionate. It's called the big tent. Politics is built on duplicity and cynicism. Pander to every group, tell them each what they want to hear, even if it contradicts what you promised someone else. Our current team has not exempted themselves from those rules. They're playing this issue very carefully.
