Are you inside of law enforcement, or have info on the internal workings of the FBI?
What policies would you suggest?
Your same arguments can be made for intelligence services in general, it seems. No apparent bang for the buck, we only hear about failures, but I would not suggest abandoning them, do you?

As for intelligence services, there are also objective measures: Saddam was captured, bin Laden is being hunted down, and Pakistan is staying in line. The CIA also runs military operations, and these, like the DoD operations, have been hugely successful in Afganistan and Iraq. These are often revealed in the media, and we do get a lot of BANG for the buck. It is not a small thing to knock over two nations plus dozens of smaller actions.
The comparison just makes me MORE sceptical about domestic security, especially when they say "We can't tell you anything about how well we are doing but trust us (and write a bigger check) we are doing really really good."

I still think a bang for the buck argument is a loser for CIA. Cant figure it anyway...the budget is undisclosed. Between 9/11 and WMD, ya got to admit, they seem to have been MIA.
I think the WMD's exist, btw. Where they are? aaarg.
How to spend the money is a valid question.
Requiring results is dangerous. One of Saddam's little evils involved giving cops bonus money, about a months pay, for "confessions".
So naturally, his cops would go out and just grab someone, bang on em till they "confessed " to something.
So the issue is, how to get results? It is not an easy question.
The FBI does have a rep for being a bit of an intransigent
beaureacracy. But how to tweak it up? Has it been done? Hvae changes been made?
Efforts and changes in progress should be more high-profile, without giving away the family jewels, of course. I really do not have an Idea what is being done, besides
making air travel a chore. I pay attention, so I should know, by hearing pols and WH folks talking about it, being more up front. This would tie in to a Big Duh type
"do you feel safer" question.
I guess it amounts to, "I need more info" from Bush and company. More high profile.
If you do have specifics, I am interested in hearing about em....
