Justice Dept. Bid for Abortion Files Rejected

A federal judge in San Francisco yesterday rejected the Justice Department's attempt to obtain abortion records from Planned Parenthood Federation of America, a ruling likely to halt demands for as many as 1,000 patient files from clinics around the country, including the Washington area, according to Justice officials and the family-planning group.

What do the federal judges do wake up one morning a just decide to make a ruling on something they don't like?

How does it work and why does an activist judge from SF get to rule on this?

I know who the Justice officials are, but who is this "family planning group" that the Post is referring to?? Reminds me of when the media was referring to Larry Flynt as a "publisher" rather than a pornographer.
