Looks like a Russian copy of a U.S. ALCO RSD1 pulling those propane tankers. ALCO RSD1's were made in this country in the late 40's.
Russia was still making the RSD1 clones in the late 80's.

Yes, Bulgaria, I'm sorry for not being clearer, it's late.
That was the first story that popped into my head when I heard about this thankfully thwarted plot.

Everyone is outsourcing these days, even al-Qaeda....
I can't remember all the details, but I think that the assassination of that
main leader of The Northern Alliance in Afghanistan (just at about the same time
as 9-11) was done as some sort of barter arrangement between terrorist groups.
I think that the two guys who did the deed (by posing as journalists with
an explosives-laden video camera) were part of a terrorist group that got
training of their thugs in some of the Al-Quida camps.
These two assassins were sent on their mission as sort of a "tuition payment" for
all their buddies who trained in the Al-Quida camps.

I think the Greeks also used a dozen or so narrow gauge Also road switchers, not sure if they were 4 or 6-axle. Meter gauge, I believe, and similar to the Alcos used by the Alaska RR for years and years.
Russia was still making the RSD1 clones in the late 80's.
They were still building the TEM1 and TEM2 6-axle units, not an exact copy of the 4-axle, using a somewhat different prime mover, the Cubans got some of those, too. There's also a 4-axle Diesel-hydraulic unit known as the TGM4, not at all an exact Alco copy, but derivitive.
