And the third point is the Bush administration decided then, you know, mid-January, to do two things. One, vigorously pursue the existing policy, including all of the lethal covert action findings, which we've now made public to some extent. He's in a pickle, as he either has to say that the Clinton policy was not as he described in the backgrounder, or he needs to say that GW et al did not "vigorously pursue" the existing policy, which then argues against what he himself and others have stated in the past.
