They are a menace to society plain and simple.
They are an absolute danger to themselves and a clear and grave threat to everyone else in society and they need to be locked up, heavily medicated and if necessary - given electroshock round the clock.

Well we might as well go all the way. They also ask you if you've had sex with a prostitute or someone who takes IV drugs, or have hepatitis. How DARE they ask such prying questions? Accepting donated blood from such a statistically at-risk group is bad policy. Of course, without a polygraph at blood drives they are assuming people are answering the questions truthfully.
Trust but verify with screening of the blood.
p.s. Where do people typically store blood for personal/family use?
