You took the word 'deficit' as "lack of money". It was used in a sentence that meant America's children are not receiving enough education.

Now if you would like to talk about money, yes, if there is more to spend on education then let it be for America’s children first. To become a teacher requires 4 years of higher education; the normal starting salary is around 22,000. This however is just a small part of the problem of having a shortage of willing teachers to take the burden off overcrowded classrooms. We also have a shortage of school boards that know how to spend their budget, which leaves them without enough funds to pay the teachers that are out there. Before you ask, no, I’m not a teacher.

As for the remark, "What planet are you from", ignorance is the major player in presumption.
