No, it doesn't. Stopping ways to dispose of waste legally only gives people the incentive to dump it illegally.

I agree. That statement just shows one of their tactics. What else are they trying to drive the price up on for "our own good?" I recently saw an interview with an oil company executive who claims that a lot of money has to be added to the price of gasoline in order to meet the growing regulation (environmental) cost. Hmmmmm.
