Richard Clarke's Suspicions of Al Qaeda Involvement in OKC Bombing (Book Excerpt)
Against All enemies: Inside America's War on Terror, (New York: Free Press, 2004) | 2004 | Richard A. Clarke

Posted on 04/02/2004 7:32:42 AM PST by Wallaby

"Another Conspiracy Theory intrigued me because I could never disprove it. The theory seemed unlikely on its face: Ramzi Yousef or Khalid Sheik Muhammad had taught Terry Nichols how to blow up the Oklahoma Federal Building. The problem was that, upon investigation, we established that both Ramzi Yousef and Nichols had been in the city of Cebu on the same days. I had been to Cebu years earlier; it is on an island in the central Philippines. It was a town in which word could have spread that a local girl was bringing her American boy friend home and that the American hated the U.S. government.

Yousef and Khalid Sheik Muhammad had gone there to help create an al Qaeda spinoff, a Philippine affiliate chapter, named after a hero of the Afghan war against the Soviets, Abu Sayaff. Could the al Qaeda explosives expert have been introduced to the angry American who proclaimed his hatred for the U.S. Government? We do not know, despite some FBI investigation. We do know that Nichols's bombs did not work before his Philippine stay and were deadly when he returned. We also know that Nichols continued to call Cebu long after his wife returned to the United States. The final coincidence is that several al Qaeda operatives had attended a radical Islamic conference a few years earliler in, of all places, Oklahoma City.

....and who is being rumored to have been the source of that phone call?....initials 'C.R.'? Also, the revelation about OKC supposedly came from Mr. Alley himself in an interview he did with a newspaper in the Northwest.

If you're googling, then you need to look up Jayna Davis. She's done the most research, I believe, that's been done on the OKC bombing. And I believe that she has just decided to write a book about it.

The drawing of John Doe #2 is the spitting image of Padilla, but I think he would have been too young when OKC happened. The drawing shows a fully adult male. Wasn't Padilla in his early to mid 20's when captured? Wouldn't that have meant he was in his early teens when OKC happened? Or is my memory of his age faulty?

The blog that I got that from stated that padilla was in his early 30's when captured, which would have put him at 25-26ish during OKC.

That's a very famous image. It is the official law enforcement sketch of a man they were looking for in the early days and weeks after OKC. If my memory serves, the man was identified as having been at the same truck rental place at the same time as McVeigh. It took a long time, but eventually law enforcement said John Doe #2 was a case of mistaken identity — that the actual person was found and proven not to be connected with OKC.

If he was an adult male at the time of OKC, then that LE sketch sure could be Padilla. As I recall, the man whom the government claimed was John Doe #2 didn't resemble the sketch much.

I'm saying that there is no way the "news" would KNOW if "all" the ATF people stayed away or not---it's not in their power to know that. It's clearly a case of some guy saying that and an irresponsible (or lazy) reporter passed it along as truth.

It's very possible to know whether every ATF field agent was absent or present that day, if you go down the roster and account for each individual. It's time consuming and possibly difficult, but not impossible.

As to whether it's "clearly a case of some guy saying that and an irresponsible (or lazy) reporter, etc., etc.," I have no idea why you'd draw that conclusion. Charles Key's commission found that ATF agents were absent from the building. Whether that means some, most, or all is unclear from the sources I've cited, but my memory of the reports at the time is quite clear.

Now, it may be that both Mr. Key and myself are paranoid kooks. If we're going to be rigorous, it's best not to disregard that possibility. =]

No, it's not entirely impossible---but even if "witneses" didn't see an ATF person there that day doesn't mean he or she wasn't there. It would be darn near impossible to prove that no ATF agent was there: you'd virtually have to track down every person, then make find witnesses who put them somewhere else at the time.

I'd like to see the Key commission's exact wording. It would make a world of difference if "some," "most," or "all" were missing.

Makes perfect sense!

Maybe that's why McVeigh was off-ed so fast, to shut him up for good to protect Clintoon and WOT.

Then again, there was speculation that McVeigh was injected with something that put him to sleep, not kill him, due to the color he turned after the injection, which was a very unusual response. As I remember, "he" was immediately cremated.

HMMM!

At the time of the discussion on talk radio in the S.F. area there was no mention of C.R. -- oh well, I might as well say who C.R. is, Dr. Rice.

When I googled to verify my memory I was surprised to find Dr. Rice's name mentioned in connection with Willie Brown.

This SF Chronicle 12 Sept., 2001 column was likely the source of the talk show discussion, "Willie Brown got low-key early warning about air travel," by Phillip Matier, Andrew Ross

The column said

"In fact, at the time, he didn't pay it much mind.

"'It was not an abnormal call. I'm always concerned if my flight is going to be on time, and they always alert me when I ought to be careful.'

"Exactly where the call came from is a bit of a mystery. The mayor would say only that it came from 'my security people at the airport.'

"Mike McCarron, assistant deputy director at SFO, said the Federal Aviation Administration 'routinely' issues security notices about possible threats. He said two or three such notices have been received in the past couple of months, but none in recent days.

"Whatever the case, Brown didn't think about it again until he was up, dressed and waiting for his ride to the airport for an 8 a.m. flight to New York, where he was to attend a state retirement board meeting. That was when he turned on the TV, and like millions of other Americans, saw the twin towers of the World Trade Center crumble and the Pentagon go up in smoke." [End excerpt]

Obviously if C.R. had told Mayor Brown he would not have continued with his plans. The point is someone gave his security people the idea that there was something up.

I know that there were many Clinton pukes left over and getting them out of our government has been very difficult -- some believe that they knew but said nothing knowing that it would damage the President. One of dem Rats could have passed the word along to their king Rats.

Padilla was born 10/18/1970, so he was 24 at the time of the OKC bombing.

... but it seems to me that the law enforcement types shut down avenues of investigation based on their preconcieved notions. For instance, they refuse to consider that the anthrax attacks were perpetrated by islamofascists.

No, they don't do that, do they?  "Preconceived notions?"  Hogwash!   < /sarcasm >

October 11, 2001, Thursday
CAPITOL HILL HEARING

HEARING OF THE HOUSE INTELLIGENCE COMMITTEE,
SUBCOMMITTEE ON TERRORISM AND HOMELAND SECURITY

SUBJECT:
THE ROLE OF THE NATIONAL SECURITY COUNCIL IN THE CURRENT CRISIS

CHAIRED BY:
REP. SAXBY CHAMBLISS (R-GA)

PANEL I:
TIM CARUSO, DEPUTY ASSISTANT FBI DIRECTOR FOR COUNTERTERRORISM

PANEL II:
FRANK CARLUCCI, FORMER NATIONAL SECURITY ADVISER;
RICHARD ALLEN, FORMER NATIONAL SECURITY ADVISER

PANEL III:
COL. EDWARD M. EITZEN, JR., INSTITUTE OF INFECTIOUS DISEASES

LOCATION: 2118 RAYBURN HOUSE OFFICE BUILDING, WASHINGTON, DC

REP. CHAMBLISS: This hearing of the Intelligence Subcommittee on Terrorism & Homeland Security will come to order.

(snip)

REP. CHAMBLISS: Thanks. All right, Mr. Caruso, we look forward to hearing from you.

MR. CARUSO: Good morning, Mr. Chairman, Ms. Harman, members of the subcommittee. I appeared before this subcommittee last week to address inaccurate media reports surrounding the terrorist attacks of September 11th and their aftermath. Unfortunately, the past week has brought additional media reports of potential terrorist acts, some of which are inaccurate, which I would like to briefly address.

On October 3rd, at approximately 4:00 a.m., a Greyhound bus crashed near Manchester, Pennsylvania (sic/means Tennessee) after a passenger, Damir Igric, attempted to slash the throat of the driver. Igric and six other passengers were killed. Approximately 38 passengers were on board the bus at the time of the crash, most of whom were sleeping.

The driver of the bus was approached by Igric two to three times and asked how much longer until the next stop. The driver advised Igric that they would be making a stop in Manchester, Pennsylvania -- Tennessee -- and that he should go back to his seat. When Igric approached the driver for the last time, he did not say anything but produced a sharp object and attempted to slash the driver's throat. Igric then grabbed the steering wheel, causing the bus to crash.

Media attention to this event was intense, with suggestions of terrorist activity. A temporary nationwide shutdown of the Greyhound bus service was put into effect. The FBI's investigation into this event is continuing, but there is nothing to suggest a connection between Igric and any terrorist organization. This appears to be an isolated, random act of violence, unrelated to the events of September 11th.

Days later, a passenger on board an American Airlines flight from Los Angeles to Chicago attempted to force his way into the cockpit. The pilot sent a distress call to the Federal Aviation Administration, and two F-16 fighter jets were dispatched to intercept the airliner and to escort it to Chicago O'Hare International Airport.

The passenger did not possess any weapons and was subdued by the flight crew and passengers. As with the Greyhound bus, this incident appears to be an isolated act by a disturbed individual. The FBI has not been able to confirm any connections between the passenger who rushed the cockpit and any terrorist organization.

By far the most disturbing media reports are reports of the potential use by terrorists of the biological agent anthrax in South Florida. At this time, the presence of anthrax appears to be limited to the American Media building located in Boca Raton, Florida. The building, which has been evacuated and sealed, consists of three floors totaling 66,000 square feet. The building, inside and out, including air-conditioning ducts and soil, is being painstakingly searched and swabbed for any microscopic presence of anthrax spores.

At this time, the presence of anthrax has been confirmed in a number of locations, and testing continues. Anthrax was confirmed first in the body of Robert Stevens, an employee of American Media, who died last week of inhaled anthrax; second, on the computer keyboard belonging to Mr. Stevens; in the building's mailroom is the third location; and in two other American Media employees who have been in contact with the bacteria but have not developed the anthrax disease. These two individuals are being treated with antibiotics and are expected to make a full recovery.

The FBI is working diligently with the Department of Health & Human Services, the Centers for Disease Control and state and local authorities to determine the source of the anthrax in the American Media building. Although we do not yet have the complete picture, we do know several key elements.

First, the anthrax bacteria has not been discovered in unlikely places or in unnatural states anywhere else in the country nor anywhere else within Palm Beach County. Second, each of the five instances within the American Media building appears to involve the same strain of anthrax.

It is important to emphasize that, despite media suggestions to the contrary, there is no evidence that the presence of anthrax in the American Media building is a terrorist act. The FBI has found no connection between the anthrax discovery in Florida and the terrorist attacks on September 11th. As with the crash of the Greyhound bus and the rush of the cockpit door, the presence of anthrax bacteria appears to be an isolated incident.

Mr. Chairman, I would like to thank you for the opportunity to once again address the subcommittee and to dispel some of the misinformation currently reported. In short, there is no need for the American people to panic. We are all on heightened alert and understandably react to unusual occurrences in a way we may not have reacted prior to September 11th. All of our lives have changed in that sense.

Bumping this old topic because of Janet Napolitano’s recent claim that Timothy McVeigh was involved with “Right Wing Extremist” groups.

Also, the OKC/Norman was a hotbed for Islamic fundamentalism. There is a mosque in Norman in particular. Moussaoui lived in Norman, and tried to obtain flight training in Norman.

Yep, and how odd was it that Nick Berg, the young contractor who was beheaded in Iraq (by none other than al-Zarqawi according to CIA), actually had a "run-in" with Moussaoui in some supposedly freak encounter on a bus in Norman where Moussaoui used Berg's laptop...something is really, really odd about all this.
