KIGALI, Rwanda -- Western powers bear "criminal responsibility" for Rwanda's 1994 genocide because they did not attempt to stop it, the commander of the U.N. peacekeeping force in the country at the time has said.

"The international community didn't give one damn for Rwandans because Rwanda was a country of no strategic importance," General Romeo Dallaire told a conference in Kigali marking the 10th anniversary of the slaughter.

But isn't that a lot like a child saying that it was his mom's fault he ate so many cookies and got sick, because it was she who MADE the cookies and didn't stop him from eating them? Isn't that a childish, sophomoric excuse that no idiot in his right mind would buy, and that is unworthy of a sixth grader, let alone a government?

Yes, but what if we let the government educate the 6th grader. Why in just a couple generations we would have a population that would believe this sort of BS.
