I have wondered about WACO being the trigger, however, this wall was not limited to US intel gathering, rather all INTEL gathering.

These people were not ignorant about what this WALL was doing and did. Something had to surface that touched someone very high up, bill or hillry.

I do not believe that Gorelick acted alone in writing that memo. Someone higher than her orchestrated it.

Considering that there was no accountability held for anything Hillry did and she was co-president.
