They probably want nothing down under directly. A Kiwi passport arouses less hostility, scrutiny and suspicion in some quarters than American, British Australian, etc. NZ is a small country with a positive reputation internationally. It is too small to have stepped on any toes and hence its citizens normally get quie a friendly reception. Can be very useful....
Mind you, I doubt they're Mossad. I know Mossad aren't as error-free as they used to be but this still seems kind of clunky.....Israeli action possibly, maybe one of the other agencies...

I imagine the Mossad wants to have boots on ground virtually everywhere.Much like every other spy agency in the world.Including our own.
What I find rather odd is an actual Mossad "agent" getting caught in a rather pointless endeavor, and admitting to being an agent of the Mossad.
This does not quite pass the smell test for me.
Sounds a bit more like Israeli mafia wannabes being typically inept and desparate.Or a complete fabrication.
It's possible I guess, but the probability factor is low, IMHO.

Mind you, I doubt they're Mossad. I know Mossad aren't as error-free as they used to be but this still seems kind of clunky..... Spy-types tend to be a bit more graceful and have better connections then this. Besides if you want a passport for just about any country you can general find it being sold in any major city. No need to travel to New Zealand when you can buy the same thing in Paris.

,,, possibly they're more inclined to go where there's greater opportunity and larger economies. They seem to stick to their own communities - maybe the size of their communities here is one of the negative variables or disincentives to further immigration.
