April 23, 2004 -- A second top editor resigned from USA Today yesterday as fallout from the scandal involving former star reporter Jack Kelley continued.

Hal Ritter, managing editor of news, submitted his resignation to Publisher Craig Moon. He had been in his current position since 1995 and had worked at the paper since it was founded in 1982.

I'm not sure what this quote means: "he was permitted to escape the editorial scrutiny that must govern every staff member"

Does that mean running the story by the DNC for their approval? GWB calling the news media the Politburo sounds about right.
