Excellent points. Lets have the Senate debate it! After all, isn't that what a serious, deliberative Body is suppose to do? What other issues could possibly have as much import as this one?

In the last year, I've seen about 8 dead cats on the road and only one dog. If they are not smart enough stay our from under our wheels, they shouldn't be able to vote at all. But if they are given the vote, they should at least be licensed like dogs are.
