Such procedural shenanigans are "obscure" and "controversial" when Republicans weigh them. They are "brilliant tactical maneuvers" when 'rats need to violate custom.

Specter will NOT head the judicial committee, because someone has to be in that job who can be counted on.Wanna bet. Santorum regularly supports liberal republicans for reelection, and he's (supposedly) conservative.
