Lack of money - yes. How long will it take for us to travel throughout the universe, assuming no Einstein-violating technology? And who will approve the funding? And why? It takes a VERY advanced, VERY rich, and VERY curious or bored civilization to convince itself to spend the resources to send probes around the universe knowing that their answers will be unknown for millions more years.
