They did not have the "tools" for terrorism cases that they had
"to fight money laundering, racketeering, and other crimes." So they were given them for terrorism in the Patriot Act.
It's no use pretending that's not clear.

They did not previously have the new anti-money laundering "tools" which were included in the Patriot Act to fight money-laundering.
There's no use pretending that's not clear either.
Why anyone would claim the two groups of "tools" were the same.. well, who knows, but it's a very boring obstinancy.
