One thought in the back of my mind is that Europe has hated Jews for so long, that it's now a part of their cultures. After the embarrasment of the Holocaust, they supported the creation of a "Jewish Homeland." But I've long belived that it wasn't out of a sense of guilt. I believe that for many in Europe, getting rid of the Jews was something that they have always wanted, and since they weren't successful during WWII, they thought, "Let's just let the arabs kill the Jews. Plus, we'll get them all into one location to make it easier!"
Maybe I need a tin foil hat here, but I don't think so.
