I post this personal encounter to ascertain whether any other Freepers have had similar experiences or have heard of anyone observing such behavior as I describe below.
Last week, my wife and I were driving home from our place of employment in Central Maryland. We always take US 29 N to US 40 E to the outer suburbs of Baltimore. As we passed under the only enclosed footbridge on US 29 at Columbia, I noticed a female Asian or Middle Eastern person on the footbridge appearing to stare South at the traffic passing underneath her. She was not moving but ewas just kneeling there supposedly watching for something. It seemed out of place at the exact instant we passed under her but I quickly dismissed the encounter as merely curious.
As we continued north approximately 2-3 miles, we noticed a bicycle parked on the shoulder ahead. As we drew closer we saw an unmistakable ME type crouched down behind the guardrail also watching traffic approaching from the south. Now they have my attention! I made it a point to continue straight home and upon arrival called the Howard County non-emergency police number to report the observation. They seemed unusually interested asking for descriptions and whether I had seen any cameras or binoculars. After about 10-15 minutes of grilling they thanked me for the information and related that they were going to send a car to "check it out". I hung up feeling a little proud of myself for having done my civic duty and perhaps helping out in the WOT.
Today, exactly one week, almost to the minute, we were driving the same route. I did not notice the footbridge or whether anyone was stationed there but as we proceeded north about 1/2 mile beyond the bridge, the same ME male with the parked bicycle, this time was standing in the shoulder area of the highway except today he was signaling in a manner that I remember from my Navy days when the signalmen used to wig-wag converse with signalmen on other ships. I don't know who he was signaling. It could have been someone again on the footbridge or someone in a vehicle BUT HE WAS DEFINATELY SIGNALING someone.
Now my curiosity is peaked. I am a communications (and software) engineer working for a DoD contractor and I am aware that there are ears listening very closely to every corner of the rf spectrum. My question is this:
1. Are these people likely up to something underhanded and
2. Have they resorted to communicating via non-wired or non-transmitted means in order to avoid detection?
any chance you could stop and discreetly follow him the next time? preferably with a cell phone

Observed a guy on a motorcycle stopped across a four-lane highway from the AEP power plant outside Ashland, KY. I reported it.
In fact, I slowed down and made him notice me and he sped off. Got his license plate number and reported him and what he was doing by observing the power plant.
Since this activity is probably scheduled, it would be a good idea to let the FBI know that this has happened. In addition, you could station yourself at some local area prior to the event and capture it on video and send THAT to the FBI and NSA . The problem with these two organizations, though, is that they're reactive not proactive to unusual behavior. Your mileage with them may vary.
I don't know if you know this but I think Fox news main staff is control by Aussies and Brits if they start some crap
Theoretically, you should contact the FBI, but history is telling us that it may/may not get any results. It's sad, but when citizens report this, our "protectors" need to take it seriously also.
Sadly, the ACLU will too.

In this day and age we need to be alert and careful, but that said, I suspect that what you saw has an innocent ecplanation.
These guy you saw could be part of a traffic survey for a civil engineering class; the girl could have been looking for something she dropped. There could be many explanations other than foreign spies signalling each other by waving their arms around semaphore style.
Even so, I beleive you did the right thing by alerting the police. They will be able to quickly determine if there is anything improper going on.
The fact that the guy was back a few days later, in plain sight, tells me that the police were able to determine that his presence there was not a cause for concern.
Not too long after 9/11, a ME type in a rented minivan was sitting at the side of the road near the local county airport videotaping the buildings and entrances.
Our local law enforcement wasn't interested.
Here's my hopes that SOMEONE will be interested in your observation and check it out discreetly.
Yes. And there aren't enough agents to investigate the obvious threats....never mind vetting the thousands of 'suspicious activity' reports.

It does appear that there is something afoot. You have observed repeated suspicious behaviour on a traffic route that is of interest to someone.
Keep making the powers that be aware of what you are observing and KEEP A RECORD OF WHAT, WHEN & WHERE you are seeing these things.
If you have a handy camera - digital or 35mm - keep it with you and SAFELY take pics of what you are seeing. Keep records of this.

I saw the same thing three weeks ago as I was heeding up I-270. There was a guy standing on the Montrose RD overpass staring south at the northbound lanes. As I passed under the next overpass (Wooten Parkway) there was another ME doing the same thing. I called the police about it and they were very interested and said they would check it out. Three days later I heard about the Iranian Diplomats being deported. Something is definetely going on.

That would explain the increase in troll activity on Free Republic. Time to move the troll threat level to "amber," and put the Viking kitties on alert!

This problem is not going to be solved by the Gov. It will not be until we are willing to stop and confront them (and beat the crap out of them if necessary) that this will end...

Any law enforcement person with one iota of common sense would check it out.
At the minimum, they should have taken the towelhead's camcorder, taken his name/address and mtold him to come to the police station if he wanted it back.
I'm not certain or dogmatic that this is a great idea but I am sure it is not an awful idea: Stop and ask him/them what they are up to or if they need help or whatever. Perhaps as secretly as possible take pix on a fly by, then uturn and return as if you are a good neighbor.
Followup: I filled out the FBI form and within 10 minutes I got a call back from an agent. He appeared very interrested and said he was going to verify with local police. THIS WAS QUICK!

Rte 29 and I270 are two of the most important arteries leading in and out of DC. In bothe Grey Wolfe's and my sighting the ME's were facing DC. There is definetely something going on.
I have a report with the FBI concerning 3 ME types in Honduras, getting certified in scuba diving...sometimes you do what is right and it is what EACH of us have to train ourselves to do...BE VIGILENT!

Problem is, our local law enforcement doesn't like to DO anything except harrass women driving alone and bust kids for skateboarding.
(These are the same law enforcement types who refused to do anything about the Chinese Security Agency creeps bothering and trespassing on the Falun Gong monestary grounds near here.)

Pull over, get out, make a big deal of it, and start snapping pictures. I had a suspicous guy parked along a resevoir in northern Jersey. I went past, turned around, got out, took half a dozen digital pictures.
Got a visit from a local cop. It was a waterworks guy and he reported me, LOL.
