The Clinton M.O. was to take 2nd-rate hacks and put them into positions of power well above their capabilities in order to breed loyalty. A very interesting and accurate insight. When this whole Berger business broke, I was casting my mind over the many completely incompetent and unprepared people Clinton put in charge of things (one of them, btw, was the head of the National Archives, a Dem politico with no non-political experience, whom Bush unfortunately kept on).
